英文法が得意な方に質問です。助動詞を入れる問題です。 would か must が入ると思うのですがどちらが適切か、もしくは他に候補があれば理由と共に教えていただければうれしいです。

文法上はwouldでもmustでも、それこそmightとかでも問題ないです。

確信度の違いのニュアンスをどう表すか、ということかと思います。



must 「不可能だったに違いない改革」

would 「不可能だったであろう改革」

might 「不可能だったかもしれない改革」



全体の文脈から見れば適切と思われるのは must でしょうか。
